Correct.

And the Lord said to him, "Arise and go to the street called Straight, and inquire at the house of Judas for a man from Tarsus named Saul, for behold, he is praying, Acts 9:11

Despite the fact that Saul had killed and persecuted Christians, the Lord knew that Saul was praying.  And so the Lord sent Ananias to tell Saul what he must do.
