Correct:

"And it will come about after this that I will pour out My Spirit on all mankind; and your sons and daughters will prophesy, your old men will dream dreams, your young men will see visions. And even on the male and female servants I will pour out My Spirit in those days. And I will display wonders in the sky and on the earth, Blood, fire, and columns of smoke. The sun will be turned into darkness, and the moon into blood, before the great and awesome day of the LORD comes. And it will come about that whoever calls on the name of the LORD will be delivered; for on Mount Zion and in Jerusalem there will be those who escape, as the LORD has said, even among the survivors whom the LORD calls." Joel 2:28-32 (NAS)

"Until the Spirit is poured out upon us from on high, and the wilderness becomes a fertile field and the fertile field is considered as a forest." Isaiah 32:15 (NAS)

"For I will pour out water on the thirsty land and streams on the dry ground; I will pour out My Spirit on your offspring, and My blessing on your descendants; And they will spring up among the grass like poplars by streams of water." Isaiah 44:3-4 (NAS)

"And I will pour out on the house of David and on the inhabitants of Jerusalem, the Spirit of grace and of supplication, so that they will look on Me whom they have pierced; and they will mourn for Him, as one mourns for an only son, and they will weep bitterly over Him, like the bitter weeping over a first-born." Zechariah 12:10 (NAS) 

All Mankind - Jews and Non-Jews

God promises to pour out His Spirit on all mankind.  Just so the children of Israel (the Jews) would understand more clearly, He went on to say that this would include even their male and female servants (who were usually not Jews, but Gentiles).  God had promised a number of times that more than just the descendants of Abraham and Jacob or Israel would be saved under the New Covenant:

"And in your seed all the nations of the earth shall be blessed, because you have obeyed My voice." Genesis 22:18 (God speaking to Abraham - NAS)

All the ends of the earth will remember and turn to the LORD, and all the families of the nations will worship before Thee. Psalm 22:27 (NAS)

He says, "It is too small a thing that you should be My servant to raise up the tribes of Jacob, and to restore the preserved ones of Israel; I will also make you a light of the nations so that My salvation may reach to the end of the earth." Isaiah 49:6 (NAS)

"And to Him was given dominion, glory and a kingdom, that all the peoples, nations, and men of every language might serve Him. His dominion is an everlasting dominion which will not pass away; and His kingdom is one which will not be destroyed. Daniel 7:14 (NAS)

"And I will sow her for myself in the land. I will also have compassion on her who had not obtained compassion, and I will say to those who were not My people, 'You are My people!' And they will say, 'Thou art my God!'" Hosea 2:23 (NAS) 

Spirit to Be Poured Out On The Inhabitants of Jerusalem

As this lesson continues, we will see that the pouring out of the Spirit begins with the house of David in the city of Jerusalem...and then continues to spread to the rest of mankind.
