Correct.

And He said, "Come!" And Peter got out of the boat, and walked on the water and came toward Jesus. 30 But seeing the wind, he became afraid, and beginning to sink, he cried out, saying, "Lord, save me!" 31 And immediately Jesus stretched out His hand and took hold of him, and said to him, "O you of little faith, why did you doubt?"  Matthew 14:23-33 (NAS)

True Faith Demonstrated by Action

In almost all cases, true faith will be demonstrated by some action on our part.  Peter demonstrated his faith in Jesus when he obeyed Jesus' command to come out on the water.

In demonstrating his faith...Peter stepped out on the water.  In the case of the people that Jesus healed, many of them went to extraordinary lengths to get to Jesus or to bring their friends to Jesus (e.g., the paralyzed man whose friends opened up the roof and let him down through the roof in Luke 5:18-19).  If we have the assurance and confidence of faith that Jesus will help us, will we not act to bring ourselves and others to Him?

Peter could have sat in the boat...and claimed that he had faith in Jesus' power.  But instead, he stepped out into the water (obeying Jesus' command to come out of the boat) and demonstrated his faith to the others around him.

Unfortunately, Peter's faith was still not strong enough that he could withstand being afraid and doubting.  Would you not agree that a "little faith" is better than "no faith?"
