Let's look at the first two verses again, and an added explanation given in verse 15:

Question:

In Revelation 17:1, the great city (the harlot) was described as sitting upon many waters.  According to Revelation 17:15, what are these "many waters?"

The Oceans Mediterranean Sea Peoples, Nations, Etc.
