Let's take a closer look at the power given to the
locusts:
 And out of the smoke came forth
locusts upon the earth; and power was given them, as
the scorpions of the earth have power. 4And
they were told that they should not hurt the grass
of the earth, nor any green thing, nor any tree, but
only the men who do not have the seal of God on
their foreheads. Revelation

According to Revelation 9:4, these locusts who had the power to
sting as scorpions were told to hurt men who did

Then locusts came down to the earth out of the smoke. They were given the
power [to sting] like scorpions.
4The locusts were told not to hurt the grass on the earth or any plant or tree.
They could hurt only the people who did not have the sign of God on their
foreheads. (ERV)
